description "This report builds upon the growing momentum for an EU industrial transition to net-zero amongst policy makers and even industry, and sketches the blueprint of such an industrial strategy towards climate neutrality. The report is unique in the sense that its industrial strategy proposal transcends the novelty of individual instruments towards a more integrated structure that scrutinizes a broad set of policy instruments and provides ideas for making the whole policy set as tangible as possible. Any industrial strategy can neither be a solely supranational approach nor a solely national one, so the main focus of the report is instruments that are governed at the EU level set within the context of mixed competences on industrial policy. The policy-side twin of the IT50 Material Economics-led research, this report identified policy options to address key challenges industry faces on the transition path to climate neutrality. It also indicates how this policy set can be integrated into an industrial strategy and what governance instruments could guide to a successful implementation. This report must be seen as a primer to a more detailed and comprehensive debate on the need, design, implementation and governance of a European industrial strategy for climate neutrality. As such, the report is not a fait accompli but will be further sophisticated over the course of the next six months to be presented as input to the incoming European Commission and Parliament."
