The figures in the accompanying tables do not give an entirely accurate comparison of the costs involved in the White Paper and in the Beveridge Plan. The Beveridge figures are increased relative to those of the Government by the inclusion both of Industrial Injury Insurance contributions from employers, employees and the State, and the cost of Training Benefit. These costs, though they will be met from public funds, do not enter into the Government's Social Security budget, which therefore is proportionately lower than the Beveridge estimate. Secondly, the Government plan to supplement their lower Children's Allowances by the expenditure of some £60 millions on free school meals and milk.
