If you are outside Great Britain or Northern Ireland with your husband who is a serving member of H.M. Forces or if you are serving abroad in H.M. Forces special arrangements will be made. DECISIONS ON CLAIMS 18. How is my claim decided? Claims to benefit are not decided by the Ministry of National Insurance but by Insurance Officers, Local Tribunals and the Commissioner. These are independent statutory authorities whose decisions the Minister has no power to alter. The statutory authorities, however, must accept the Minister's decision on certain questions (see paragraph 19 below). 19. Can I appeal against any decision on my claim? Yes. If the Insurance Officer disallows your claim you have the right to appeal to the Local Tribunal ; and a further right of appeal to the Commissioner against the decision of the Local Tribunal. The Commissioner's decision is final. Any, questions about contributions, including whether the contribution conditions are satisfied is, however, decided by the Minister with a right of appeal on questions of law to the High Court (in Scotland, the Court of Session). GENERAL ADVICE 20. Where can I get any further information I require? The staff at your local National Insurance Office is ready to give you advice and help in filling up the claim forms. In your own interest, be as complete and accurate as you can, and always quote your husband's National Insurance number and your own (if you have one) on any letters you write as well as on forms.
