Summary:1929-01 1929 1920s 8 pages MEDICAL QUESTIONS. All medical appointments to separately established centres are made by the Board upon the recommendation of a Medical Committee from the medical practitioners whose names appear on the ophthalmic list of the British Medical Association. It is an integral part of the scheme that any ophthalmic surgeon treating the patient under the scheme shall forward a report on every case to the insured person's family doctor, and in no circumstances must any report by the ophthalmologist be forwarded to approved societies. MEDICAL COMMITTEE. A Medical Committee has been set up consisting solely of seven medical practitioners appointed by the Board, upon the nomination of the British Medical Association, and this Committee deals with all medical matters affecting the Service. FINANCE. The members of the Association of Dispensing Opticians, Ltd., are providing the necessary funds to cover the initial outlay and to meet current expenditure. PROCEDURE. Complete freedom of choice for the member both of ophthalmic surgeon and dispensing optician, within the confines of the scheme, is the basic principle of the very simple procedure set out hereunder: 1.— Member applies to approved society for ophthalmic benefit. 2.— The Approved Society issues to the Board an authority (Form 1) to provide the service specifying the amount of the grant. (These forms will be serially numbered and will be supplied by the Board). 3.— The Board, on receiving the form from the Approved Society, sends to the member named therein at the stated address: (a) A list of ophthalmic surgeons (setting forth the hours at which they are available), and the dispensing opticians on the Board's panel in the county or district in which the member resides. (b) An envelope in which are enclosed an authority, prescription card and price list. Printed on the outside of the envelope will be an instruction to the member to take or send it to the selected optician, asking for an appointment to be made to see the selected ophthalmic surgeon. 4.— The selected dispensing optician, from the moment that he receives this envelope will be entirely repsonsible [responsible]. He will make the necessary appointment with the ophthalmic surgeon selected by the patient, and will be responsible for seeing that the member attends for examination and for the provision of the prescribed glasses. 5.— Member is examined by ophthalmic surgeon, is measured for glasses by dispenser, and signs Form 1a on receiving them and on payment of any additional sum which may be due in the case of alternative glasses. This Form is retained by the dispensing optician. 6.— The Forms 1a mentioned in (6) above, are sent as claims for payment to the Board's clearing house. These claims will be examined and payment authorised to the respective ophthalmic surgeons and dispensing opticians. 7.— The Board's Cashiers will issue to each approved society monthly a certificate of the amount due to the Board, and it will be a condition that these accounts be paid in full within fifteen days, without prejudice to any subsequent adjustment which may be necessary. 6 292/841.4/1/58
