Voluntary Hospitals Triumph It has long been clear that the British Hospitals Association was advocating a scheme under which the voluntary hospitals would get public money without public control. This document is a triumph for them because it suggests that the planning of hospital services should be done by a committee on which the local authorities, already providing two-thirds of the beds in the country, should have one-third of the seats. This is a denial of all our democratic principles and would prevent the rapid development of local authority hospitals. The White Paper proposals were generous to the voluntary hospital and were designed to preserve the identity of those that can still attract enough in voluntary gifts to justify the name and which could provide a service up to national standard. The number likely to be able to do so is small, since only 50 out of 700 have 200 beds or more; and if standards of hospital care and equipment are on a sufficiently high level (that of our best teaching or municipal hospitals of 600-1,000 beds), so much public money will have to be spent in bringing up-to-date the "cottage" type of hospital, that most people advocate their conversion to other purposes within a unified hospital service. Nothing Less than the White Paper The S.M.A. reiterates its belief in the democratic methods of this country and insists that a service so vital as that for health must be controlled by the people who provide it and use it; and demands the immediate preparation of a plan for Health Centres which will provide suitable places for work for the thousands of doctors coming out of the Forces; the people must abolish the degrading British custom of buying and selling medical practices by the implementation of the White Paper and the institution of a comprehensive service based on Health Centres and full hospital and specialist care.
