In reply please quote CIRCULAR No.42.(1939-40). TO THE SECRETARIES OF CERTAIN TRADES COUNCILS. Dear Sir, SPANISH SEAMEN: CHRISTMAS GRANT. In spite of the need for conserving as far as possible the funds which we have available for the assistance of the Spanish seamen, we think it would be appreciated if some small extra allowance were granted to enable them to secure some little extra for Christmas. I am accordingly adding to the cheque for the normal payment in respect of this week a sum at the flat rate of 5/- per head, and we shall leave it to your discretion as to how the money might best be applied. Probably you would have a word with the person who has become the accepted leader of the men in your locality, and see whether the money should be spent individually, or for the definite provision of some co-operative scheme for brightening Christmas. It would seem that the latter proposal is much more commendable, and I hope you will be able to determine, in the light of local circumstances, the most satisfactory way of applying the special Christmas grant.
