NATIONAL JOINT COMMITTEE FOR SPANISH RELIEF. 53, Marsham Street, LONDON, S.W.1. 14th March 1938. Dear Miss Vulliamy, I received your letter this morning. I will answer first the specific points. The Committee did not feel itself called upon to make an official reply to the "Daily Express" article. One of its representatives did reply, but, of course, papers of that type do not print criticism of articles that appear in them. A good many of the statements in the article were not correct and were due really to the inexperience of the lady who wrote it and those who gave her some of the information. We know perfectly well that these children are going back to Fascist country, but we also know that there is more show at the Frontier than in Bilbao itself. We have six different people who have gone to Bilbao on behalf of the Committee and I am in communication with the Consul there, who has been very helpful, but do clear your own or anybody else's mind of the idea that we can lay down conditions as to what is and is not done in Franco's Territory. With considerable difficulty we have managed to establish fairly sa satisfactory relations with the Duke of Alba and he himself has very little authority. All we know is that our information from our own representatives and otherwise is that arrangements for the physical care of children at Bilbao are quite good, and probably considerably better than those on the other side owing to there being no particular food shortage. The only other safeguard we have is a definite undertaking that we could ask for children back if there is any evidence that they have been sent by mistake. I am taking up two cases which seem to be doubtful at the present time. I have not yet had an undertaking that they will let our representatives cross the Frontier, but we have asked for two people to go with the next consignment.
