Dear Mr. Tracy, Further to your telephone conversation with Mr. Easterman concerning our plan to send a photographer to Madrid, subject to approval by Mr. Middleton and yourself, I suggest we might have a letter jointly signed on behalf of the N.C.L. and the I.F.T.U. on the following lines:- The bearer of this letter, John R. Watkins, is the fully authorised special photographer of the Daily Herald, British Labour Newspaper. The International Federation of Trade Unions, [The Labour & Socialist International,] and the [British] National Council of Labour strongly urge that he be granted all possible facilities to obtain photographs from Spanish Government angle for publication in the Daily Herald. All [the] photographs available in London [newspapers so far] are from [the] rebel side. If you agree would you let bearer have the letter so that we can air mail it to Paris for Mr. Citrine's signature? Yours sincerely, H.L. Spooner ART EDITOR.
