Dear Lord Halifax, We have received an urgent message from Paris to the effect that JOSE RODRIGUEZ VEGA who was formerly the General Secretary of the Trades Union Congress of Spain (Union General de Trabajadores) is now being tried in the Courts at Madrid and that there is grave danger of his being sentenced to death. Señor Vega is well known to us as a man of good character who throughout the recent civil war distinguished himself by his acts of humanity. Several witnesses have already testified to instances in which he saved people from acts of personal vengeance. Even in this time of unparalleled stress and anxiety we make an earnest appeal to you to consider whether you can use your great power through diplomatic channels so that clemency may be shown by the Courts In their Judgment of this case.
