He recalls that, for a year, in conjunction with ourselves the Basque Delegation have tried by all the means in their power to obtain a solution of the seamen's situation, by emigration to S. America, or employment in this country, without result, for reasons over which the Basque Delegation have no control. He says that at a meeting convened by ourselves, we gave them to understand our concern about the state of the funds; "we came to the conclusion that the sole solution possible was to go to see as soon as possible. They have asked us to make known to our men the situation with which they are faced, and we are doing it by this letter to save time." They are communicating it in advance to avert the consequences which last-minute notification might have. About one-half the men had left on board ship, and the great majority of the remainder wanted to do the same thing. He refers to the transfer of Marcelo ARENAZA to London, and informs them of the scheme to keep a "pool" of 10-12 men in London, the transfer to begin with ports which are most convenient for the T.U.C.'s administrative purposes.
