The situation in Spain was seriously considered this evening by the members of the General Council of the Trades Union Congress, National Executive Committee of the Labour Party, and the Executive Committee of the Parliamentary Labour Party, meeting at Plymouth on the eve of the Trades Union Congress. Grave concern was generally expressed at the delay in concluding an effective agreement of non-intervention on the export and transit of arms and munitions to Spain. Reports of breaches by Germany and Italy of the international understanding already reached are the source of great anxiety as to the possibility of those agreements being loyally and generally observed. The fact that no date has yet been fixed for the meeting of the international committee of co-ordination in London is also causing grave disquiet. The members of the three national committees earnestly desire further information as to the policy of the Government, as vital decisions will have to be taken at the Trades Union Congress next week.
