The National Council of Labour, representing the British Trades Union Congress, the Labour Party and the Parliamentary Labour Party, have read with profound relief and satisfaction that your Cabinet has not authorised the carrying out of death sentences upon fellow-citizens who fought bravely in defence of their republican and democratic liberties. They appeal to you in virtue of your high office as Prime Minister, and to your conscience as a Republican, to do everything in your power to bring an end to reprisals and to ensure that the death sentences upon condemned men are not carried out. Spain has a reputation for culture, dignity and humanity which may now be enhanced throughout the world by a deliberate policy of generous clemency. We trust that we shall not appeal, to you in vain.
