APPENDIX Beveridge Proposals and Government Alterations Here is a summary of the main proposals of the Beveridge Report contrasted with the modified proposals of the Government. It is necessary, however, to stress that the Government is not committed to passing its modified proposals into law. All that it is committed to is the preparation of legislation based on its modified proposals. When the legislation is prepared, the Government will then review the cost in the light of the general financial situation and may drop some more of the proposals. Thus it is open to reaction to whittle down further even the skeleton of the Beveridge Report that the Government is now offering to the people. BEVERIDGE BENEFITS 1 Benefits to be related to a definite scale of subsistence expenditure on food, clothing, fuel and rent. Subsistence scale to be related to the cost of living. 2 Benefits to be the same for unemployment, sickness, and (after 20 years' transition) old age retirement pensions, at rate of 24s. for a single man or woman and 40s. for a married couple. 3 Benefits (subject to the recipient conforming to certain regulations) to be indefinite in duration without means test. GOVERNMENT 1 Rejection of the principle of basing benefits on a definite subsistence scale of expenditure, related to the cost of living. 2 Benefits to be the same for unemployment and sickness, and on a scale "not widely different from the Report." Pensions to be on a definitely lower scale than unemployment or sickness benefit. 3 Benefits to be limited in duration. With means test after a period. 24
