seems to be no reason why amenities of this kind should not be carried on into the post-war period, and developed to the point where they can provide for everyone who cares to make use of them. Many buildings now used as hostels and offices could be taken over after the war as holiday homes and camps. Another welcome war-time development is the agricultural camp, which, if properly organised, offers facilities for useful and enjoyable holidays for town workers, and helps to promote friendship and understanding between town and country people. They will be necessary for economic reasons for many years after the war, and could develop into a permanent institution. 7. Recreation and use of Leisure. The argument that the use of leisure is the private affair of the individual, that the self-respecting person does not wish to have his leisure provided for and that organised leisure-time activities are an interference with liberty, sounds plausible, and consistent with the fight for freedom, but in fact it is most often heard from persons whose leisure is extremely well provided for by the fact that they can go to the theatre when they like, have access to playing fields, tennis courts and bridge-tables, and are free to belong to any club they choose. These people deprecate the provision of similar recreation all facilities for the working class, in the name of 14
