While there is nothing specifically socialist about any of the above proposals taken separately — for any one of them might well be included in the election programme of the Conservative Party — the implementation of the whole programme requires a government with a completely different outlook. A government which is pledged to maintain capitalism must have as its first aim the efficient working of the system, and need only consider the personal welfare of the citizen in so far as this affects the stability and efficiency of capitalism. In other words it need only maintain people in good enough health for most of them to work most of the time, and sufficiently literate to be able to read instructions and absorb written propaganda, and contented enough not to cause civil disturbance, and it must give sufficient attention to the needs of the afflicted and disabled to avoid public scandal. Anything beyond this minimum is always strongly opposed by the extreme reactionaries, and has been provided in the past only after prolonged and bitter political struggles, or to meet the requirements of war. The objection that such a programme as we suggest would cost too much is a valid one from the reactionaries' point of view. It will cost a lot, but not nearly so 30
