ADMINISTRATION COMPARED 48 and 49 Under present schemes - under Beveridge Plan. FINANCE 52 and 53 Under present schemes 1945 - under Beveridge Plan 1945 and 1965. Based on the estimates in the Beveridge Report, on the assumption that the average unemployment does not exceed 8 1/2 per cent.
