HOW THE AGE GROUPS SHIFT 43 1911-1931-1951-1971 Based on estimates of population groups, as quoted in the Beveridge Report. ADMINISTRATION COMPARED 48 and 49 Under present schemes - under Beveridge Plan. FINANCE 52 and 53 Under present schemes 1945 - under Beveridge Plan 1945 and 1965. Based on the estimates in the Beveridge Report, on the assumption that the average unemployment does not exceed 8½ per cent.
