28 3. The posting of all rules and regulations on the walls of institutions so that nurses may have a clear knowledge of their rights and obligations. With regard to remuneration, the position is very complicated, and here, again, the necessity for organising on Trade Union lines is clear. While, in our opinion, no satisfactory arrangements can be made until these can be fixed by a Joint Council of the kind we have suggested, it should be borne in mind that the rates should be high enough to enable a nurse to live comfortably, to take a good holiday, and to contribute to a pension scheme which would give her the right to a pension at the age of 55 upon which she can live. The age of retirement for nurses coming under the Poor Law Officers' Superannuation Act should not be more than 55, and a nurse who has contracted out should be allowed to rejoin by paying up her arrears. It is advisable that contracting-out on pension schemes should be prohibited in the future. There is also need for a pension scheme open to all nurses which would supplement existing National Insurance schemes. It is essential that in all these schemes nurses who break down at an earlier age should be able to get their pensions at that time.
