PRIVATE AND CONFIDENTIAL JT.S.I.C.&.W.C.F.C.14/1 2nd August, 1945 TRADES UNION CONGRESS NATIONAL HEALTH SERVICE Report on an examination of the replies given by the Minister of Health and the Secretary of State for Scotland to the General Council deputation on the 8th March and subsequent announcements about negotiations with other bodies. We have examined the Ministers' statements in reply to the representations made to them on the 8th March by a General Council deputation. At that time the Minister foreshadowed administrative changes in the White Paper proposals but details were not given. Since then statements have been made in the Press and elsewhere setting out details of the alterations which the Minister of Health and the Secretary of State for Scotland had in mind. We have therefore taken into account not only the Ministers' statements to the General Council deputation but also the subsequent announcements and the report which follows is based on these considerations. Central Health Services Council The White Paper proposed the setting up of a Central Health Services Council for voicing professional views on technical aspects of the services generally. It was to be primarily medical in its makeup. It would select its own chairman and the Minister would be prepared to provide a secretariat. There was no provision for committees of the Council to be set up. The Ministers have since set out the possible constitution of the Central Council as follows:- "The Minister will be advised by a statutory body, the Central Health Services Council. The functions of this body will be to provide the Minister with the expert view on questions of policy in relation to any branch of the health service (with special reference to regulations made by the Minister); and to initiate advice on any such question as it thinks fit, without waiting to be asked to do so. For this purpose the Council will represent all the principal professional and other expert viewpoints." In addition there will be Standing Advisory Committees:- "(a) Standing Medical Advisory Committee, set up by the statute; (b) Standing Hospitals Advisory Committee, set up by the statute; (c) Such other Standing Advisory Committees (e.g. on dentistry) as might be set up by the Minister in consultation with the Central Council under a general statutory power to set up additional committees." The Central Council will also have full powers to set up from time to time any ad hoc committees. The medical standing committee will of course be wholly medical and that committee as well as other standing committees will have direct access to the Minister but all minutes and
