Dear Sir Walter With reference to your letter of September 17th regarding the arrest in Spain of Santiago Alvarez and Sebastian Zapirain, I write to say that instructions have already been sent to His Majesty's Ambassador in Spain to investigate the matter and, if circumstances appear to warrant it, to make appropriate representations to the Spanish Government. The Ambassador has also been asked to warn the Spanish Government of the unfavourable impression which would be made if these two men were to be executed on a political charge.
