description 016b-0071-001 I.C.3. TRADES UNION CONGRESS GENERAL COUNCIL. INTER-DEPARTMENTAL CORRESPONDENCE. From A.E. CARTHY Department International To Sir WALTER CITRINE Date July 17, 1937. SUBJECT. I.F.T.U. REPRESENTATIVES IN SPAIN .The I.F.T.U. telephoned this morning about the resignation of Delvigne from his position as representative of the Internationals in Spain, and from his secretaryship of the Belgian Party. Two meetings have been held in Brussels to deal with the situation, the last one last night. Every effort was made to get the other secretary, de Block, to take on Delvigne's place in Spain. De Block accepted, but the Belgian Party unanimously refused to let him go. Schevenels says that, in order not to lose all the advantages of having somebody in Spain, it is essential that representatives should be sent to Spain right away. Two other candidates are proposed in Belgium, both reliable Socialists and not in favour of the United Front, but Schevenels prefers very much to have, if possible, British representatives in Spain. He wants to have two people, one representing the International in Valencia, and one, working under the direction of the Valencia representative, at Onteniente. It is essential that the representatives should speak at least French or Spanish. Schenenels is going to Spain on 25th July. He asks if you can find two reliable British representatives, who could leave with him and go down to Spain immediately. If it were only possible to find one British representative, then he could go to Valencia, and Schevenels would find somebody else for the hospital. He would take one of the Belgians down with him, just to get things straight, and the Belgian would stay there provisionally until it were perhaps possible to find another British person later. Schevenels is very emphatic about the need for finding somebody as soon as possible, if we are to keep things going, as we have been able to do so far. He asks you to let him know at the earliest possible date. AC/888.17.7. 292/946/16b/77
