Summary:022_0012-001 WMC/WJB/AC/576 International 19th March, 1937. Mr. Léon Jouhaux, Confédération Générale du Travail, 211, rue Lafayette, PARIS Xe. Dear Comrade Jouhaux, SPAIN. My attention has been drawn to the issue of "Humanité" for 16th March, 1937, in which there appears an article written by Mr. Henri Raynaud, Secretary of the Union des syndicats de la R.P., who attended the joint International Conference last week. As you are aware, it was agreed that the meetings should be private, so that we might have full and frank discussions. I regret therefore that this breach of faith should have occurred, and comments and references made in the Press to the proceedings. As to the attitude of the British delegation, you will, I know, understand why we could not accept the proposal for an all-inclusive Conference. It would have been contrary to the policy fixed by our own Congresses. Perhaps when you have an opportunity, you will be good enough to have a word with Mr. Raynaud and explain to him our position. I am sure he himself would not wish to go against decisions taken by his own membership relative to any proposal that might be put forward by another organisation. We are all anxious to see our comrades in Spain come out victorious from their terrible struggle, and our sole aim is not to weaken in any way the support the British Labour Movement is able to render.
