My dear Citrine, In accordance with your request, I had a talk yesterday with Comrade Jouhaux about the exact time when the resolution of the CGT's Administrative Council was sent to the Plymouth Congress in September, asking for similar representations to be made to the British Government as the CGT were making to the French Government. Comrade Jouhaux said that he could not remember the exact date offhand, but that he had sent you this information in writing a few weeks ago, he promised to let me have a copy of this letter if you had not received it, and as soon as I receive it, I will let you know. Looking through the press for an indication that might be useful to you, I find that the meeting of the Administrative Council was held on the 8th September. It did not at the time decide on the actual text of the statement, but instructed the officers of the CGT (Bureau Confederal) to draft the final text. The statement was presumably not ready for publication on the 9th, as it was only published in the "Peuple" on the 10th September.
