When hostilities began - during the first fortnight - he believed that more effective action could have been taken in favour of the Spanish Government. Then the Neutrality Pact intervened; and he was of the opinion that the French Government alone cannot be asked to change its policy. The House of Commons has already refused to reconsider the Pact of Non-Interference. To act contrary to this decision would risk the rupture of the Franco-British front and governmental unity. At the same time Socialism must encourage the efforts of the working-class in favour of the Spanish Republicans. More especially the possibilities of a blockade against the rebels must be studied. The policy of non-intervention, he added, has, however, had useful consequences, as it has hampered the supplies of provisions to the rebels. In this tragic drama, Leon Blum is already suffering from the situation in which the Spanish Republicans have been placed, and we ought not to inflict upon him this additional embarrassment of opposition by the Party to the action he is taking."
