description 012b-0045-005 - 4 - second effort has been crowned with a relative success. In view of the glowing promises and assurances he gave them that, war being inevitable, it would be better that those who have always lived on the sea should occupy positions in the navy, a few sailors consented to be repatriated. Polical and Trade Activities The German Embassy and all consulates have circulated an order to Germans residing in Spain, to the effects that they should not move from their present offices and activities. There are a number of German transport services now operating in Spain, and plans are now being made by H.I.S.M.A. to obtain a monopoly for Germany in this direction. One of the German transport firms is the MARION, with headquarters at SALAMANCA, which uses 27 lorries M.A.N.N., loading 10 tons each. More shipments are expected. Italians were formerly engaged in this business but they are now being displaced by the Germans. Nine paper mills in the Basque Country have been closed down owing to lack of raw material. They are the factories at TOLOSA, CEGAMA, IBARRA, VILLABONA, AMEZQUETA, ELDUAYEN and other places. Paper for Spanish consumption produced formerly at those factories is now being imported from Germany. 292/946/12b/45(v)
