We were profoundly grieved to learn from your letter that it has been reported to you that Comrades Ricardo Zabalza and Jose Gomez Osorio have been executed in Spain. That such good comrades should have met so unmerited a fate is indeed a blow to our Movement, and we can understand your feelings in the matter, which we fully share. We have been thinking over your suggestion as to the course that should now be followed, but after taking all the circumstances here into consideration, we cannot but most reluctantly conclude that it would be impossible to start a campaign of the character you indicate.
