In a conversation which I had with the Commercial Attaché at the Spanish Legation during Congress week I notified him of the goods which were being sent to Valencia. I have now received a letter from him, a copy of which I enclose herewith, together with a copy of my reply. I have taken the line all along that we would not recognise the Comité Nacional de Ayuda a España and I believe you have made representations in regard to the regulations which have been issued. If there is any further development as a result of your representations I shall be glad if you will write me. I understood from you that the position was that whilst this Co-ordinating Committee was in existence it was nevertheless in order for us to continue in our usual way. As matter of fact, I understood that the appointment of a co-ordination officer in this country in the person of Mr. Fernandez-Shaw was made so that the Spanish Authorities could have knowledge of all the goods going into Spain and yet avoid the necessity of consigning them to the Co-ordination Committee. This is truly a hectic time, but I should be glad if you could let me have any recent information on the matter. Yours sincerely, 2 Copy Letters. Assistant Secretary.
