Mr. de Gondra telephoned with regard to the letter we sent him on 13th, in which we transmitted the request of the British Committee for Refugees from Spain for uniformity and despatch in the compilation of the cards. He stated that, more than a month ago, he had sent the cards, completed, through the Basque Delegation in Paris to S.E.R.E. He adopted this course because, having a representative on S.E.R.E., the Basque Delegation in Paris is in an advantageous position to advance the claims of the Basques. There are, for the men Sr. de Gondra has in view, two schemes of emigration - one the general scheme for Mexico, and one which the Basque Nationalist Parties are negotiating with the Emigration Agent of the Venezuelan Government, for the emigration of Basque Nationalists to Venezuela. The latter scheme is for a specified number of tradesmen in certain occupations, under which the Venezuelan Government will arrange for transport and will advance the balance of passage money, over and above what is provided by S.E.R.E., for the men approved and their families. Sr. de Gondra is holding his hand until he leanrs from the Basque Delegation in Paris that the endorsement has been given to the scheme in its final form and the men approved by the Venezuelan Government. Meanwhile, he will convey the information, in the form in which the British Committee for Refugees from Spain desires it. It is impossible for him to complete it at the present time, for the reason that if he now enumerates to the Committee the cases which are proposed for Venezuela and those for Mexico, it may arise that some of the nominees for Venezuela will not be approved, in which case those men will be at a disadvantage in regard to the scheme for Mexico. I told him that it would be useful if we could communicate to Miss Pollock the information he had given, and he stated that he had done so.
