[] Die Einstellung der EG-Hilfe an die Türkei wird durch nationale Regierungen untergraben, die die Türkei-Hilfe entweder bilateral. oder im Rahmen der Organisation für Wirtschaftliche Zusammenarbeit und Entwicklung (OECD) fortsetzen. [] Die neue Verfassung vom November 1982 ist kein echter Schritt auf dem Weg zurück zur Demokratie selbst wenn Wahlen abgehalten werden, weil demokratische Grundsätze und Grundrechte nicht gewährleistet sind und einige Bestimmungen gegen die Europäische Konvention zum Schutze der Menschenrechte verstossen. …”
