[] Folter [] Die anhaltenden Berichte von Folter, die große Zahl der Inhaftierten, die anhaltenden politischen Prozesse, die Schwierigkeiten, mit denen sich die Verteidiger auseinandersetzen müssen, die ständigen Forderungen nach der Todesstrafe, die jetzt zur Routine geworden sind, und die nachlassende Unabhängigkeit der Justiz geben Anlaß zu tiefer Beunruhigung. …”
