Summary:"This report contributes to the ongoing debate on necessary social innovations in European societies at the beginning of the third millennium. One new idea centres on the development of an analytical and normative life course approach and the development of integrated life course policies in Europe. This issue has been taken up in the context of a research programme initiated by the European Foundation for the Improvement of Living and Working Conditions (hereafter called 'the Foundation') on 'A new organisation of time over working life' and the possible positive repercussions on the quality of life of employees in Europe. The specific focus of this report is on institutional arrangements of available working time options and their effect on the social security system."
