Summary:"In recent decades Portugal has come a long way in changing many of the fundamental dimensions of the country's economy and society. In the same period, the overwhelming majority of European countries have obviously gone through prominent changes with great impact. Nevertheless, the specificities of Portugal's contemporary history have determined that the modernization processes would arrive later and, for this reason, would be faster and deeper than in many of our European partners - a particular situation that may have caused difficulties. In fact, and in general terms, these specificities tend to persist. And it is exactly to take account of Portugal's recent developments in the areas of employment and social protection that this publication was conceived. At a time when we assume the important responsibility of presiding over the Council of the European Union, it is important to take stock transversally of the most significant steps which were taken in a series of core issues of Social Policies and of the employment system. For this purpose, the most important policy measures in defining our recent past have been emphasized here. Reading these pages, it is possible to see the long term direction of the processes of modernization of social protection in Portugal and to share both the fundamental coordinates of the Portuguese experience and the specific details of the measures taken in this field with our European partners. We firmly believe that an in-depth knowledge of the realities and policies of the different countries contributes decisively towards mutual learning and, with it, towards the making of decisions of a higher quality. This is the way in which we hope to be able to contribute towards a common project - the European project."
