Summary: | "Get Connected – Effective Engagement in the EU’ makes recommendations to improve the way that the EU consults with its stakeholders. It is the second of a series of three Task Force reports on better regulation in the European Union. The first study, ‘Make it Simple – Make it Better’, focused on the simplification of EU legislation and was published in December 2004. The third, on the effective use of alternatives to regulation, is due to report in November.
The Task Force believes that good consultation means consulting the right people, at the right time and in the right way. Our study tested the European Commission’s consultation practices against this ideal. We also looked at how stakeholders should organise themselves to engage more effectively with the EU.
We found that both the Commission and its stakeholders could do more to promote a genuine dialogue. Among our key recommendations, we are calling for more systematic and transparent engagement with stakeholders before a proposal is published for written public consultation, more detailed reporting of the Commission’s compliance with its own minimum standards for consultation and more consistent application of good practice. We are also calling on stakeholders, especially business, to use the EU processes in a more timely and constructive way.
Our report makes practical and detailed recommendations which, if acted upon, will make a real difference to the quality and legitimacy of EU legislation."
