Summary:1944 1944 1940s 34 pages The Social Services Immediate Problems and The Way Forward The term "social services" includes in its wider sense all amenities collectively provided by society for the benefit of its members, but we have limited the scope of this pamphlet to consideration of the responsibility which ought to be taken by society for the provision of amenities over and above the more elementary necessities of modern life. It is true that many such necessities have not yet been adequately provided and it may be asked if we are not doing something akin to planning refrigerators before the electricity is laid on. To this we would reply that society does not in fact develop like a building, stage by stage, but the partial satisfaction of secondary needs precedes the complete satisfaction of the more elementary ones and makes the latter aim easier of achievement. Fortunately, the drive for education did not wait till every child was well enough fed, clothed and housed to be able to obtain the full benefit from it, and the minority who have acquired education in 1 15X/2/464/1
