Summary:1932-07 1932 1930s 24 pages For instance, Rutland might co-operate with Northamptonshire whilst Yorkshire and Lancashire might be divided into two or more health areas. All health services will be financed by a geographical rate, aided by substantial grants in aid according to need and conditional on the provision of at least a minimal service. Grants in aid will be largest in amount when the population is relatively large and the product of a penny rate small. All the Health Services provided by the County will be under the charge of the County Medical Officer of Health and administered by a Central Health Committee composed of representatives of the Councils of the County and contained County Boroughs in proportion to population. The Central Health Committee will find it useful to divide itself up into sub-committees of which the following at least will be necessary. (A) Sanitary. Industrial Health, sanitation, inspection of food and drugs, notification of disease, &c. (B) Clinical. The work of the Health Centre. (C) Hospitals. General, infectious and maternity hospitals and convalescent homes, together with the necessary ambulance services. (D) Child Life. Infant Welfare and health in schools. (E) Mental Disease. Where the population of the area is large it may be advantageous to appoint an assistant County Medical Officer of Health to supervise the work of each of these sub-committees. Further, some of these sub-committees, and especially the first, might find it useful to delegate to county boroughs, boroughs, and possibly to district councils many of their functions while retaining powers of general supervision. The Services administered by each of these sub-committees will now be briefly described :— (A) Sanitary. The Industrial Health Staff will carry out inspection of all factories and workshops, and take steps to make certain that the health needs of all workers in them are catered for. They will also enquire into the cause of all diseases and serious accidents that occur in factories and workshops. Where the Home doctor has reason to believe that the health of his patient is adversely affected by working conditions, he will report the matter to this department.
