CONFERENCE RE: BLOOD DONOR PANELS. In accordance with the decision of the Committee as endorsed by the General Council, I attended the Conference at the Ministry of Health on Tuesday, 28th March, 1944, in connection with the organisation of Blood Donor Panels. The Conference was presided over by a Representative of the Ministry of Health, and more than 100 delegates were present. [at the Conference.] The proceedings were opened by a statement from the Chairman, indicating the need of retaining the Blood Donor Service during the after-war period. He expressed the view that this might well be left to voluntary efforts, and commented very favourably on the results of these efforts during the war period. The Chairman suggested that the formation of a Central Committee might be advisable, which would take upon itself the responsibility for the recruitment and enrolment of Blood Donors, and publicity to the need for the service of Donors being maintained. The Conference was invited to make its comments in respect to the advisability of a Central Committee being convened, and to give some indication as to how this Committee should be comprised, and by whom it should be convened in the initial stages. It was also suggested that the question of the setting up of local committees might also be considered [commented on] by those present. The British Red Cross Society had submitted the following suggestions to each delegate present prior to the proceedings being commenced :- (a) The formation of a Council consisting of representatives of the Voluntary Bodies concerned, the Ministry of Health, the Medical Research Council, the Royal Navy, the Army, the R.A.F., the Merchant Marine, Employers and Trade Unions. (b) This Council to appoint an Executive Committee from its own members. (c) The British Red Cross Society to appoint the Chairman of the Executive Committee who will be responsible for the central executive administration. (d) The Council to maintain co-operation with the Ministry of Health and the Medical Research Council.
