Present His Worship the Mayor of Poplar Dr. H.B. Morgan. for the companionship of others and for the interests of communal working in an environment not devoid of human interest. The goods made by these Centre employees are put on the ordinary market and sold. Indeed I was assured by the lady representative who took me round that certain firms had placed orders and said that they would take any amount of the same products and the price offered. The price was not mentioned, nor was it stated if it were below the current market wholesale selling price. The main motive behind the movement seems to be humanitarian and worthy of support, but from the Trade Union point of view the whole question of these Centres in different Metropolitan Boroughs and throughout the country seems to me to need careful watching and supervision and organisation, both from the point of view of the Centre itself and the work done there and the class of invalids or disabled and also from that of the selling and placing and disposal of the articles to be made. The Mayor of Poplar arrived at 3.30 p.m. - the time of the appointment as fixed - and he was kind enough to accompany the Secretary again in his round of the room and of the invalids. He chatted with most of the workers and was again shown most of the articles and specimens demonstrated to me. The lady representative suggested the need for local support, especially if possible financial - but the Mayor was non-committal. I gathered that this movement was under the auspices of the Shaftesbury Society and some of its subsidiary societies. Beyond approval of the beneficent motive and principle underlying the scheme, I was not enamoured either of the Centre as an occupational centre, or the standard of teaching or the methods loosely mentioned for the disposal of the goods made. I think if this work is to be done (and it ought to be done) it should be done under the auspices of the local elected authority, with a proper organisation and a definite plan and scheme. 292/841.51/2/103
