13 One Authority would thus administer cash as well as medical benefits ; be responsible for the whole of the health services within the area under its jurisdiction and be answerable to the local electors for calls made upon them to contribute through the rates the local proportion of the cost of all such services. It is interesting to note that the future development of a full public medical service was implied in the Majority Report, while the Minority Report envisaged the development of a full public medical service applicable to all classes in which will necessarily be included the complete medical care of mother and child.
