LABOUR PARTY RESEARCH DEPARTMENT PUBLIC HEALTH ADVISORY COMMITTEE SUB-COMMITTEE ON MATERNAL MORTALITY INTERIM REPORT (to be presented 28 November 1929) To the Public Health Advisory Committee 1. Your sub-committee on Maternal Mortality desires to submit an interim report, in order to ascertain whether or not the principles and policy upon which they are agreed are approved by the main Committee. Should these be approved, your sub-committee will proceed with its report, on the lines indicated in paragraph 3. 2. Your sub-committee, being charged by its terms of reference to consider the question of Maternal Mortality, while agreed that: (a) Research into causes, (b) Legislative action, (c) Administrative action, are all essential to the reduction of maternal mortality, is of opinion that further administrative action by Local Authorities, under the terms of the Maternity and Child Welfare Act, is immediately practicable, should be made compulsory, and would result in a substantial reduction in both maternal mortality and morbidity. 3. Your sub-committee therefore appends a scheme in outline for the provision of an adequate maternity service under that Act. The provision of Child Welfare services has not been considered. Their main object in presenting this interim report is to ascertain whether the principle upon which this scheme is based meet with your approval.
