Local Authorities are in the best position to organise such a campaign with the assistance of their Medical Officers and Health Visitors, but it will be essential to secure the co-operation of the doctors and midwives practising in their areas, and of suitable voluntary organisations concerned with the welfare of women. It is hoped that all Local Authorities will give special consideration to the importance of educating public opinion on this vital matter. Officers of the Department will gladly confer with Authorities who are desirous of improving or extending their existing arrangements and do anything in their power to facilitate progress.
