We think it advisable to point out that Student Nurses are not trained in the accepted sense of the term, they are not painstakingly shown how to perform the necessary duties. Too often they have to pick them up as best they can from an over-worked senior or ward sister. The fear of making a mistake, with the subsequent reprimand, adds to the nervous strain, particularly during the first 12 months of training. 29. Another way in which the work of Student Nurses could be relieved would be by increasing the number of ward maids employed. We agree that considerable improvement has been made in this respect during the past decade, but we feel that there is room for further substantial reform in this respect. 30. Amonst [Amongst] other reforms which we consider should be instituted in all hospitals and institutions are:- (a) A minimum of 4 weeks annual leave per year with board allowance and one free day per week. (b) No duty period should last more than 5 hours without provision for a meal away from the wards. (c) Each nurse should have a separate bedroom and no inspection of her private property should take place unless there is an approved reason for the same, and the examination should then occur in her presence. (d) Attendance at meals immediately prior to off-duty periods should not be compulsory. (e) Nurses taking examinations should be released from all duties on the night before as well as on the day of the examination. Cleanliness. 31. We recognise that some hospitals are structurally bad, and that modern standards of hygiene and cleanliness are difficult to obtain. The institution of Whitley Councils should result in the attention of the Controlling Authority being called to the defects. 32. We are informed of one large Provincial hospital in which bathing facilities have to be shared with patients and where, owing to a scarcity of bed linen, sheets etc., are only changed at monthly periods. It will be obvious that this is a condition of affairs which should be remedied with the least possible delay. Health Visiting. Midwives. 292/54.73/2/18-22
