Are you generally in favour of the principles enunciated in the Memorandum? Yes. 2. (a) Are you of opinion that the administrative structure set out in the White Paper (vide Diagram "A") would ensure the continued existence and freedom of the Voluntary Hospitals? (See draft Memorandum and Precis of Conference, 7th March, 1944). No. (b) If not, would you support the modification set out in the draft Memorandum as providing the necessary safeguards? (vide Digram [Diagram] "B*). Yes. 3. (a) Would you prefer the plan formulated by the Local Hospitals Council to be sent direct by that body to the Regional Hospitals Council? or Yes. (b) Do you consider that it is unobjectionable for the Joint Authority to receive the plan from the Local Hospitals Council and forward it to the Regional Hospitals Council? (See paragraph 7 and footnote in the draft memorandum). No. 4. Do you consider it necessary, if the Voluntary Hospitals are to continue to maintain their autonomy and their freedom from control, that they should still rely on the general public for voluntary contributions, either for maintenance, or for capital, or for both (excluding always capital for extensions under an approved Area Plan)? Yes. 5. (a) Are you in favour of receiving "the full cost" of services rendered contractually under the scheme from Central Government Funds; or No. (b) Do you consider the Hospitals would be well advised to adhere to the principle that, inasmuch as they should derive a part, at any rate, of their income from voluntary contributions, a part payment only for those services should be accepted?
