The cost of keeping and maintaining Spanish refugees in France is derived from four sources: (1) Private subscriptions; (2) Municipal budgets; (3) County budgets; and (4) The State. The greater part of the cost is borne by the State. Months ago the Govt. decided to use State funds for this purpose and the sums to be used — at that time relatively small — formed the subject of discussion in the Foreign Affairs Cttee. of the Chamber of Deputies. Since then the Govt. has spent progressively larger sums on the evacuation, housing and keep of refugees. It is impossible to say at the moment how much has been spent altogether and it is extremely unlikely that the Treasury itself knows. There has not been so far any question as far as I know of voting special credits. The Govt., with the approval of the appropriate Parliamentary Committees, has drawn upon the funds at its disposal for various departments. It is possible — but this is only my own supposition — that the credits allocated in the budget for "natural catastrophes" have been drawn upon. Again, the fact that the Foreign Affairs Committee has discussed the subject, foreign affairs credits may also have provided a part. The way in which the four sources of income are allocated varies in each locality according to local needs and responsibilities. (Henn 8.38) 292/946/16a/27
