The supplementary list of children forwarded by The Apostolic Delegate under his Seal are genuine and should be treated as representing the wishes of the parents of the children mentioned therein. AND RECOMMEND That all the Spanish Children now in Great Britain be returned to their parents or relations or guardians at Bilbao so soon as can conveniently be arranged. That so far as possible the order of the children to be returned should be agreed between the aforementioned Spanish Relief Committee, Basque Children's Committee, Father Gabana and The Spanish Children's Repatriation Committee. We further recommend and urge all the said last mentioned parties and the de facto government at Bilbao to agree that 500 or more out of the aforementioned 800 children and other children whose parents it is agreed desire their return should be embarked at the earliest possible date accompanied by Father Gabana and an English Doctor and Superintendent nominated by the aforementioned Basque Children's Committee who should on
