Dear Friend, I have just returned from the frontier of Spain having taken 106 Basque children, and, in view of my experiences feel I must protest strongly against the existing arrangements for the repatriation of the children. It was my impression that the British representatives were allowed to see the children handed over to their parents, but this was contrary to my experiences. We were not allowed to pass the frontier, and to my distress saw the children pass into Franco territory, certainly without being met by their parents. Several incidents occurred with refugees in France which convince that the present arrangements are very unsatisfactory. I am aware that a party of children are leaving on Wednesday, may I urge that you send a protest immediately Protesting against further repatriation until my objections are enquired into.
