Dear Mr. Ladds, International Brigade Association. Thank you for your letter of the 29th. August in which you request guidance on behalf of one of your affiliated branches with regard to the International Brigade Association and Friends of Republican Spain. This body is Communist controlled and it is therefore contrary to Congress policy to give it support. Congress has no jurisdiction over individual branches, but this is the advice which we would give to any Head Office of an affiliated organisation which made the enquiry. The case which is raised by the International Brigade Association in their circular to the branch which made the enquiry, is that of Mr. Manuel Robles Arangis, former President of the Basque Workers' Solidarity. They have taken this case up without consultation with his organisation, which has made formal protest to the T.U.C. that the activities of the International Brigade Association are harmful to the persons themselves. They add that the Basque prisoners have expressed the wish that the International Brigade dissociate themselves from interference which is only directed to the Brigade's own ends.
