Summary:016a-0066-001 EXTRACT N.C.L. MINUTES. FEB.23 1937 47. SPAIN: 48. International Conference: Sir Walter Citrine presented and read a Report of a Joint Meeting of the International Federation of Trades Unions Executive and the Labour and Socialist International Bureau held in Paris on Wednesday, February 17th, which had been summoned in consequence of representations that had been made by the Spanish Socialist Party and the Spanish Trade Union Centre. Unfortunately, the circumstances prevailing in Spain had prevented the Spanish representatives from attending the Paris meeting. The meeting had been held to consider the request of the Spanish Movement for the holding of an International Conference. After considerable discussion, it had been agreed that a Conference of representatives of Organisations affiliated to the two Internationals should be held in London on March 10th and 11th, and that the two International Executive Committees should meet on March 9th. A special desire had been expressed that the various delegations should include strong representations from the various Parliamentary Parties. Discussion ensued, and ultimately it was RESOLVED: "That the General Council of the Trades Union Congress, the National Executive Committee of the Labour Party, and the Executive Committee of the Parliamentary Labour Party should be invited to attend the Conference, but that questions involving decisions on the terms of Resolutions and Policy should be reserved for the General Council and the National Executive Committee only. It was also RESOLVED: "That arrangements be made for the two International Executives to meet in London on the morning of Tuesday, March 9th, and that the three National Committees be summoned to meet on the evening of the same day - details to be left with the Officers to arrange." 49. Demonstration: It was reported that the question of holding a Demonstration in London had been raised, and after discussion, on the motion of Mr. Dalton, seconded by Mr. Attlee, it was RESOLVED: "That arrangements be made for a Demonstration in London during the period of the Conference." 292/946/16a/67
