Summary:1938-12-19 APPENDIX. RESOLUTIONS. Action for World Peace and International Understanding. "The General Council of the IFTU urgently requests the Executive to do everything in its power, in conjunction with the LSI, to bring about a uniform attitude in the field of international policy on the basis of a short programme of action, with a view in particular to the real maintenance of world peace and of international understanding in the economic and political fields, and notably through the organisation of an international conference of governments to which all States should be invited. The General Council of the IFTU instructs the Executive to initiate an intensive campaign for the application of this programme and of these aims. Affiliated organisations should be urged to support this campaign in their own countries with all the means in their power." Action for Spain. "Meeting in Paris on the 9th and 10th November, 1938, the General Council of the IFTU was gravely concerned at the situation of Republican and democratic Spain arising out of events during recent weeks and of the failure of the great and small democratic Powers in the face of Fascist aggression, which has led to the capitulation of Czechoslovakia. The General Council has good reason to fear that these same democratic nations, slipping down the fatal slope of continual concessions in the vain and selfish hope of saving their own peace, freedom and independence, may be led to treat Spain in the same way as they have treated Czechoslovakia. The General Council issues an urgent appeal to the conscience of all forces in the world which stand on the side of freedom, democracy and peace, to prevent Spain - which has given such a magnificent example of self-sacrifice for the cause of humanity - being sacrificed in the egoistical national or imperialist interests of the Great Powers. Public opinion in all countries which remain free should rise up with overwhelming energy against any attempt to impose a solution of force on the Spanish people from outside. There must be no submission to the will of the Fascist countries, no settlement of the Spanish conflict without consultation with and the consent of the Spanish people, and no grant of belligerent rights to Franco. On the contrary, there must be the restoration of international law on behalf of the Spanish Republic, cessation of the policy of so-called non-intervention, and the withdrawal of Italian and German technicians and "volunteers". Effective and immediate steps must also be taken to assure supplies to the civil population in Spain. The Spanish people, who are making a heroic and victorious resistance against the better-armed and better-supplied Fascist forces, must not be brought to defeat through starvation. The General Council of the IFTU makes an urgent appeal to all working-class organisations in the world to re-inforce their solidarity campaign for the Spanish people, in the direction indicated above and in every possible field."
