Dear Citrine, I have to acknowledge receipt of your personal letter of yesterday, for which I want to thank you. I also hope that this letter, the contents of which I assume will be brought in some way or other to the notice of Comrade Bevin, will clear up the misunderstanding. I can quite see, now, that my declaration was capable of conveying the unfortunate impression that the British transport workers were somewhat less sympathetic to the cause of the Spanish workers than the workers in other countries affiliated to the I.T.F. If it really did convey this impression nobody regrets it more than I do, as it was certainly not my intention. On the other hand, the fact that you told the meeting that the British transport workers had refused to be committed by the action of the British delegation at a previous meeting of the I.F.T.U. / L.S.I. in supporting a resolution in favour of a boycott of all transports to the Spanish rebels — a fact of which I was previously unaware —, obviously made it impossible to give an undertaking on behalf of the I.T.F. and its affiliated organizations without mentioning that it did not bind them. I sincerely hope that no sting will remain in the minds of any who have been involved in this unfortunate misunderstanding.
