To the Members of the Executive: Dear Comrade Citrine, At the joint meeting of the Executive of the IFTU and the Bureau of the LSI on the 28th July, it was decided to send a delegation to Madrid composed of one representative of each International. Comrade de Brouckère for the LSI and Comrade Citrine for the IFTU agreed to undertake this delegation. Owing to circumstances whioh - in the interests of the Spanish comrades themselves - made Comrade Citrine's presence in London indispensable at the time when the deputation was to have left for Madrid, Comrade de Brouckère, accompanied by Comrade Nenni as interpreter, had to go alone. On his return, Comrade de Brouckère drew up a confidential report which we are sending you herewith for your information. As you will yourself see, this report is not to be made public.
