BASES OF RELATIONSHIP BETWEEN THE CNT-UGT The representatives of the National Committee of the CNT and the Executive Commission of the UGT met in order to determine jointly the solutions to the various problems that the working class has raised, and in setting up the standards that they consider indispensable for their solution, agreed upon the following conditions. 1- MUTUAL AGREEMENT OF NON-AGRESSION. The CNT and the UGT reject every sort of violent criticism and attack in their propaganda-Press, platform, etc.-. The doctrinal differences that keep the two Organisations apart will be examined in an objective manner, cordially, with a firm understanding of the ideology that each Central is defending. 2- The CNT and the UGT do not recognize any trade union organisation outside of both organisations. 3- FREEDOM OF ORGANISATION. The UGT and the CNT agree to respect the absolute freedom of the worker to join whichever organisation he prefers. The union card of either the UGT or the CNT will be recognized as authentic in all places of work, farms, shops, factories, mines, etc..... 4- Both organisations agree not to admit into their ranks anyone who has been expelled from the other, fraternal Organisation, for immorality, or violation of agreements. 5- They likewise agree not to admit into the ranks of either Organisation, Unions that are expelled from either the UGT or the CNT, without previous consultation of the organisation to which they formerly belonged. 6- The use of force in compelling comrades or Unions to join either of the two organisations, when they are not members of same, will be considered as disloyal to the pact, and will be denounced as such. 7- The UGT and the CNT agree to use their authority upon those unions and members who systematically refuse to fulfill the agreements adopted by both Organisations. 8- To carry out these principles of mutual respect, indispensable condition for the development of the resolutions that follow, the UGT and the CNT have decided to create a National Relations Committee, composed of three representatives from each Organisation. This NRC shall function: a) To meet at least once a week; b) To be the faithful executers of the measures already agreed upon; c) To create Committees of Relations everywhere, which will carry out the directions of the National Committee and transmit whatever suggestions it may have regarding the various problems that may arise; d) To discuss problems as they arise that were not foreseen in the program of action nor in the decisions adopted jointly by the two Organisations. 9- Any controversies that may arise in a given locality will be turned over to the NRC for settlement. 10- The NRC will propose to the CNT and the UGT Executives the sanctions that should be imposed upon those Unions that do not live up to the agreements that they reach. 11- To be valid, the agreements adopted will be signed by the national organs of the two Trade Union Organisations.
